This is on behalf of a friend of mine. She recently got married in India (due to parental pressure), but now doesn't want to continue the relationship. There are minor disagreements in the couple's viewpoints about career and choices, but apparently not small enough to lead a peaceful life. She is currently in the US on a B1, while her husband is in India. Is she eligible to file a divorce by mutual consent in a US court, and if so does the decree hold in India? The marriage is less than a year old, and they have been staying separate (US and India) for about 3 months.

For most states there are residency requirements to filing for a divorce and the process takes time. So it will depend on the state and the laws of that state. For example, in Texas you have to be a resident of the county for 6 months and then it can take 60 to 90 days to complete. As a visitor to the US she would not meet residency requirements of any state but maybe another state might be more lax in their requirements.This is my opinion not legal advice.
