I wish to know the process to change Birth Country in the Indian Passport from US. I am posting this question on behalf of my very good friend who lives in the US. This question might sound absurd but sometimes there are certain ignorant things that people do and land up in this kind of situation.
In the country of birth, information related to his birth was recorded and all documents were up to date and a birth certificate was provided. A few years later his parents returned to India and they lost all the documents during a mishap. When it was time for my friend to apply for his Indian passport he had to list the place of birth as a city in India as there was no evidence of birth abroad and during those days there was no requirement of submitting a Birth Certificate and he did not have one as well. Apparently after 30 years somewhere in the corner of his house while moving the birth certificate was found in a very bad state though readable. I would like to know if this document can alone be good enough to change the place of birth staying in US as the Indian bls website says
"A court order issued by a judicial officer not below the rank of 1st Class Magistrate in India OR a Competent Authority (issues an amendment or correction in the date / place of birth of the applicant."
AND
"The Competent Authority issuing the amending order should be the same authority whose certification was submitted at the time of issue of original passport. The Competent Authority in such cases can be Municipal Authorities (for date / place of birth and Educational Board Authority (for date of birth). Birth Certificate issued by Government/Municipal authorities."
