Health insurance for parents(70+) agter green card

Can anyone provide more details about health insurance for parents who are 70+ and have a green card.
Has anyone tried to purchase health insurance thru Obamacare? Do they need to be taxpayers to get health insurance?

I would really appreciate if you could share your knowledge and/or experience about getting health insurance for parents who are new immigrants.
