Obamacare for mother - applying for her green card - via. AOS I 485 & I130

Hoping somebody has some information on this. We are U.S citizens and are applying for a AOS I-485 & I-130 for my wife's mother to get her Green card. At what stage in the process would she qualify for Obamacare ? I was reading up on healthcare.gov and it says "Adjustment of LPR status" is an eligible status to apply for Obamacare. Not sure if that means we need to wait until we get her physical green card or if we can apply earlier ? (receipt number or EAD number will work ?). I tried looking into the actual online application for Obamacare and it seems like its looking for an Alien number or a I94 number.

Does anyone have some experience or information on this ?

I am also doing that - meaning directly contacting. Was trying to find out if somebody had a direct experience with this type of situation. is that not a purpose of this forum ?

I am looking for the same info for my parents. Can we/ should we apply for insurance (say through Obamacare) when we have our EAD or the actual green card? My guess is the actual green card, but I could be wrong. My reasoning is that prior to that there is no tax filing requirement if they do not work even if they have EAD (and can work). What did you find out?
