Medical insurance options for mother (green card holder)

Trying to understand health insurance options for my mom. She recently won green card.
And now she arrived to USA. I've provided affidavit of support (I-134) for her to get green card.
She is 57 yrs old and doesn't work in USA. And her income will be just pension from Russia and it is way below US poverty level.
What kind of insurance is she eligible for?
She will be living part time with me (California) and part time with my sister (sister lives in D.C.).
Does she qualify for Medi-Cal? Can she use Medi-Cal in different state to get healthcare?
If I cannot claim her as dependant on my taxes will she be eligible for Medi-Cal?
If she has to buy insurance in the marketplace will it cover healthcare in the different state (D.C.)?

To get her a green card, you provided Form I-864, and not I-134.

For all practical purposes, your income is considered her income, irrespective of whether you claim her as dependent or not.

That makes her ineligible for a lot of stuff.

She won diversity lottery so I had to provide her just I-134 and not I-864.
But I don't think it changes anything.

I've contacted them and they told me that it all depends on whether I claim her as dependent or not.
