I-864 responsibility if sponsor on Obamacare with subsidies

My parents have sponsored my wife via I-864. I understand that the Affordable Healthcare Act is not considered "means-tested", but does that include the income based tax-subsidies?

So, if she signs up for Obama care with the tax subsidies, is there a chance Uncle Sam would go after my parents to reclaim the subsidized amount.

Thank you for any/all responses... this is a tricky thing to find any info on.
