I am a resident of the US with a permanent address in Palmyra PA. However, I am now serving on a 2 year assignment on loan from the State Department to the UN in Rome Italy. Question. Since this is a limited term assignment and my pernament residence is in the US do I apply for insurance coverage as a US resident?

No, I have not misunderstood. Definition of US resident is different with different people such as immigration department, IRS, insurance companies etc. e.g., You may be considered US residents as per IRS because they still want your money! However, for insurance purposes, if you are physically not residing in US, you are NOT US resident.
