Name Change in Passport

I want to do a name change in my passport. i am in h1b visa.

as per below link.i gave a advertisement in indian news paper.
now i have to give out the advertisement in US new paper. but the new paper advertisement people says they need US court case number to publish the advertisement.

can any one tell me what are the procedure to do it.
