License renewal before H1B approval

Hi,

I have a question about renewing a license in California DMV which is expiring end of September. The person's visa is being processed and waiting approval at USCIS for an extension of 3 years on H1B.
How can the license be renewed at DMV? Is it necessary to have the visa approval?
Is there a way to get conditional extension until the visa is approved based on the application, petition number?

Some states extend based on pending petition. Go and ask at the CA DMV.
