Need help in choosing best location to move

My wife and I are planning to move to USA in couple of months. She will be going on L1 visa, and I on L2. So, I won't already have a job in hand while traveling.

At the moment, we have 2 location choices: Bay Area, CA or Bellevue, WA

Considering all the following options, which location would you recommend?
(a) Job opportunities for me (in tech sector, with L2 visa)
(b) Taxes & Overall Savings
(c) Climate & Quality of life
