Choosing a US consulate

Hi,
I would just like to know whether it will be possible for us to choose the US consulate?
Because my attorney mentioned that I will be giving the Interview in US consulate,Chennai to USCIS while filing the petition on my behalf.
If its possible, where to choose?

The law has changed where the applicants in India can go to any U.S. consulate.

However, the last time I checked, VFS system still didn't allow to choose any consulate and assigned you a consulate based on your residence.
