EB2- National Interest Waiver

I am currently in the US at Fordham University in a post-doctoral program. I hold a PhD from France and four Master degrees from Romania, France and the US. I would like to apply for a EB2- National Interest Waiver. Am I eligible even do not have yet a job offer?
