EB-2 NIW question

Hello and thanks for reading my post. Is it possible to make a EB2 NIW petition from abroad? I am a UK resident and have never been to US. is it necessary to hold a valid US visa before making this petition?

It can be done from abroad and the you qualify for a national interest waiver.
