Where to apply for NIW and EA?

Dear Attorney, Members,

I have heard that NIW and EA i-140 applications can be
sent to any BCIS service center in the country, not just
the one pertaining to the applicant's geographical area.

Is this true?

E.g. I stay in Detroit. Can I send my NIW application
to the California Service Center instead of sending
it to Nebraska?

If this is allowed, are there any advantages/disadvantages?

did anyone recently receive NIW result form vermont ctr

I filed my NIW at vermont center in Feb. 2003.
According to the processing time on the BCIS web site. They are processing the jUne, 2003 applications. However, since I check the processing time every month, I noticed that date INS posted on the web site has NOT changed for 5 months.


Did anyone who filed after Jne 23, 2003 and received the result from vermont ctr?
