Filing GC while pursuing p.hd on F1 visa ?

Hi,
My brother just began his P.hd in Civil engg here in USA in a reputed University.He is on F1 visa.

Can he file for a GC in EB1 Category;as GC is for future employment?

If he can, Would he need a sponsor/employer? Can his Professor/University under whom he is doing his p.hd be the sponsor ?

OR

Does he need to wait till he completes his P.hd for another 3 years?

FYI: A Green card if offer to you because your employer want to offer you Permenant Employment and want you to become a Permenant Resident. Also he proves to the US Authorities that there is no other person with you skills in the US who can be employed in your place.

Its not about what you want.... but what an Employer who wants you.
