Can Perm certified labor be used at substitute labor for another employee

Does anybody know can employer use PERM certified labor of one employee as a substitute labor for another employee?

as far as I know, on PERM online employer has to specify beneficiary's name unlike RIR etc.

could anyone please clarify?

Substitution is possible as i did something like that - a reason i got GC in 4 yrs after arriving here the guy who they got the labour quit and my skill matched for a swap.
