When can H1B extension be applied if PERM is under audit?

My H1B 6 years complete in March 2014.
My PERM was filed in July 2012. An Audit was issued and responded back in October 2012.
Till date (July 2013), I haven't received any response on my PERM audit.

I was told by someone that if a response is not received after a year of filing PERM (July 2012 to July 2013 in my case), H1B extension can be filed. Is that true?

If not, when I can file for H1B extension the soonest?
