GC Filing in 6th year of H1B term Please suggest

Hi,
I am in to 6th year of my H1B term and I would like to know if I am still eligible to file LCA under PERM processing.My current I-94 is expiring on 10-21-2006 and I came to the US on 12-24-2000 and was on vacation from 02-17-2006 thru 03-31-2006 ever since I came to the US in year 2000. Considering the above dates could some one please suggest me ASAP if I am still elgible to file for GC under PERM and for 7th year H1-B extension.

I would appreciate your help.
