PERM filed, have stamped visa. Can I go out of USA and return?

Hi,

My Labour(PERM) is filed with Department of Labor but its not certified yet. I have stamped H1B visa till Mar 2018 with my current employer. Can I go out of USA and re-enter in Jul 2017?

Yes. You have a valid visa stamped, so what is preventing your travel outside the US and subsequent re-entry? Filing PERM, etc., have nothing to do with neither your status nor your ability to enter the US.
