Is prevailing page person specific?

Hi guys ,
Is prevailing wage determined person specific?I got my PWD on May and my employer failed to advertise as the new paper people missed it.But it was advertised on job sites and was posted on my employers website as well. Now my employer want to file my PERM using my colleagues PWD as we have the same job duties ,skill sets and prevailing wage .Can a PWD be used for two persons?As my PWD expired , should I re apply for it again or advertising again will suffice?
