Getting H1B from Italy

Hi Everybody,

My cousin is in Italy. He went to Italy from India to do his PHD but surviving there seems to be a big problem for him. I want to get him to USA on H1B can any of you please let me know

1) Will there be any problem in Italy for him to come to USA before he completes his PHD. (Will they allow him to come to USA on H1B before he completes his studies)

2) What should i do to get him here on H1B.

3) If any of you know more information about Italy please let me know.
