greencard query

Can a person with L1 or L2 visa apply for GreenCard ?
If yes is the procedure faster than through a H1B visa (Green card processing)
Is it mandatory that you should not go outside the country when you have applied for greencard ?

You can apply for Green card and the procedure is not faster it is the same.
