Labor Certification through non-RIR

I have a question regarding the advertisement and sample recruitment process in my Labor Certification. I work for a govt Agency and they don't want to advertise and do the sample recruitment. Do we really need an advertisement & sample recruitment for LC(non-RIR - EB3 category). Can we avoid that? Is there any workaround for my LC approval?
