PERM labor substitution possible or not?

My employer is having 2006 approved PERM labor which was filed for some other candidate. Old employee left the company and now my employer wants to use this labor for me. I want to know whether PERM labor substitution is possible or not?

As far as I am aware PERM process was introduced to avoid this kind of labor substitution.

Please help as soon as possible. Thanks in advance.

Substitution of Labor Certificate

The Foreign Labor Certification is a requirement for U.S. employers seeking to employ either:

Certain persons whose immigration to the U.S. is based on job skills; or

Nonimmigrant temporary workers coming to perform services for which qualified authorized workers are unavailable in the U.S.

As per the above statement "Certain persons..." it is understood that application is for certain person whose job skills are required for that kind of Immigration. Can that be matched with your job skills and can that Certificate be used on other person. Be clear with this and then only you can accept the offer. If it is possible by any transfer or substitution officially then let the process be completed and recieve the appropriate certificate with that regard.
