Staying in the US if laid off in 7th year H1, as F1 ???

1) If a company laysoff an individual during 7th year of H1 visa and he/she is left with another 9-10 months before H1 expires. Could he/she can change the employer?

2) Could he or she can change the status to F1/F4 visa and be in the contry or should he/she leave the country for a year?

Yes. as long as H1B is valid you can change employers. You can also have a change of status without staying away for a year.
