Labor processing time for state Virginia/New York?

Can any one please tell me, how long it takes to clear labor certification in Virginia.
How much it takes for federal(PHILADELPHIA) clearance in state virginia. Immihelp.com says 1.5Y for state and 1Y for federal. 2.5 Years labor clearance. Is that a updated info?

Can any one tell me the LC times for this state(Virginia)?

If you know, Can you please tell me the LC times for this state(New York)?
