LC, how is the process?

I have researched the processing time for Georgia DOL:

Regional Office: 15 months
State Office : 3 months

Can we choose where it will be processed or it has to pass through both State and Regional? Then the total would be 18 months?

DOL - Dallas very slow!

My LC application was filed and stamped at TWC (SESA) in June 2003. In Jan 2004 it was forwarded to Dallas office. I looked at the Regional Processing times (RIR) for Dallas is Jan 2003. Does that mean that my file will be processed only when they start with the Jan 2004 files ( that is 1 year worth of backlog). Or does DOL go according to the "priority date" of the case ??
