dol processing - orlando vs seattle + good attorney for advc

hi guys - was hoping you could advise me on
the difference in dol times in orlando vs seattle

apparently, i.e. from the processing time data on dol website

Orlando RIR - 5mths state and 10 mths regional
Orlando std - 2 yrs 4mths state and 10 mths regional

SEattle RIR- 1yr 7 mths state and 9 mths reional
Seattle std - 2 yrs 4 mths and 2 mths regional

which leads to
Orlando RIR 1 yr 3mths total
Seattle RIR 2 yrs 6 mths total
Seattle std 2 yr 6 mths total
Orlando std 3 yrs 3 mths total

does this vary greatly ?

also currently is RIR risky - what about std recruitment
have a job offer in seattle but they are saying that waiting before applying for a green card might be a good

idea - does that make sense ?

also could you suggest a good attorney for a half hour consultation ?
