    Looks like SF DOL is sending notices to most of the RIR,
    Software engineer cases with three options

    1. Withdraw Labor Application
    2. Remand to State
    3. Re-Test market


    Will this happen to everybody or depends on the company size and layoff history?
    1. Size > 5000, no layoffs for past 1 year
    2. Size > 20,000, no layoffs for past 1.5 years
    3. Size > 40,000, no layoffs for past 1 year

    For above three cases, what will happen to each of them?

    This will of course happen to everybody.
    Just use common sense. There have been lots of layoffs in the last years. It has therefore become quite unlikely that nobody would respond to ads.
    Remember, the employer has to show that they could not find a person qualified for the position. With the number of layoffs in the last couple of years, it is hard to believe that there is nobody qualified around. A new market test, or a normal LC, can determine that. Unfortunate, but these are the realities in the current economic situation.
