"Notice of Findings" letter (RIR-Florida)

I received a letter from DOL stating:
"...employer's requirement are above the max. years of education/experience required for this job based on DOT(Dictionary of Occupational Titles). Based on DOT, it is over 2 Years up to 4 Years."

My Employer mentioned 5 Years of Experience and above in the ads.

DOL needs a proof of bussiness necessity for requirement in excess of experience.

Bottom line is DOL thinks candidate is over qualified.

Any Advice or does anybody has gone thru the same?

I have M.S degree and Two years of work experience, will I fall under EB2 or EB3 category...
