NON RIR to RIR

Hi, I have applied for Michigan Labour certification 16 months before through NON RIR and I think it will take another 8-10 months to clear it.Can I change my case to RIR maintaining same priority date.Is there any risk in changing it or is it not good for me to change it at this point of time (here RIR generally takes 6-9 months).My another attorney says it can be converted.what are the questions I should ask my new attorney before allowing him to apply for change.It will be great help if somebody answers me
