Using Existing labor for I-140

I have read responses about Mr. Y using existing labor (i.e filed on Mr. X's behalf) to file for I-140.

Does the job requirements have to exactly match ?
Does it matter if the labor is old but the job description matches ?
Does anyone know about any issues with using existing labor for I-1-140 ?

Yes you can substutute X on Y's Labor Cert and file an I-140 for X. As long as X has the qualifications for the job and the job in the Labor Cert is still available (exacly as stated in the LC) then no problem.

I'm not sure of the exact mechanics of the process. You will need a good lawyer for that.
