Audit letter not shared by employer

I received an audit for my PERM on 02/05/09, it is true that the employer is not required to share the audit letter/RFE with employee?

This is response i received for my email requesting the audit documents

"Please note that the audit relates to employer documentation, so we are not likely to need any additional assistance from you in preparing our response.
The labor certification is entirely proprietary to xyz company. It is our policy that documentation is not provided to employees. It is not necessary for your manager to have a copy either"
