Starting a new Labor Certification

Hi,

My company(including my manager, HR) are ready to process my GC and started putting ads in the local newspaper and website. With everything set, my manager received an email from the attorney that there could be some issues related to labor in the current market situation. I dont know what the reason are, but my manager is strongly advising to go ahead for labor, but attorney dont want to take chance. Can you guys help me in speculating what could be those situations?

If they can find an American citizen or a GC holder to fill the advertised position, a labor cannot go forward.
