Labor Fees Issue

Hi,

I really need someone's advice.I am an h1-b visa holder wroking under "A"company. I had some issues with the "A" so I decided to move to "B" Company.But I dint move there i just had the talk with the "B" Company.Now before even transferring my visa "B" company filed for my labor certification which is not yet approved.Now i got a new job in Company "C".Company "B" is forcing me to pay labor fees of 2500$ to tyhem which I dont want to..Do I have any legal issues if i dont pay that amount?

Labor fees are to be paid by the employer as per the law.
