I am L1A with an international company and have applied for Labor (PERM) through a consultant outside in October 2009. My 7 year limit on L1A will end December 2010. Can I apply for new H1B now and start working on H1B? Please advice. Thanks for the help.

I presume you have completed 6 years of stay in US on L1A by now and the same company who has sponsored your L1A is sponsoring your Green Card too. Correct me if i am wrong.
You need not be going in for a labour / Perm process since you are on L1A.
You should skip the perm and straight away do a concurrent filing of I-140 & I-485. Suggest you check with your attorney about this option.
You cannot file H1B right now since you have already exhausted your 6 year stay limit.
