PERM-Denied next step

Hi guys, My perm has been denied after 1.5 month of filling .

The DOL specify that "Perm does not indicate the actual minimum requirements for the job opportunity".

Although the application and recruitment documentation do clearly indicate the actual minimum requirements for the position.

Please advise me what is the next stage. What should I do so that it should not get rejected next time. I don't want to appeal.
