EB2 or EB3 for PERM

Dear Senior Members,

I have a 4 year bachelors degree (obtained in 3 years after direct admission to 2nd year bachelors degree after completing 3 year Diploma course). I also have a 2 year Masters Degree.

I work in a non-research, non-IT company - but in the IT division of a mid-size manufacturing company. The company has never filed for a PERM before.

(1)Would my education be accepted as a equivalent US Masters Degree (for EB2)?

(2)What are the odds of a successful EB2 application - given the fact that I work in a non R&D environment.

Any advise would be much appreciated.
