Backlog elimination centers

As per the information from department of labor website, backlog processing centers are processing the pending labor applications

i have some questions,

1 what level of labor is it state or regional cases "BEC" is processing at this time and
2. in which order, are they processing state level first or regional level

3. is there any labor processing going on still at regional centers,,,

It is assumed that once the BRC processes the labor certification, no other labor certification (state or regional) is required. Can proceed to the next step of gc 140/485 after the BRC clearance.
