Where in Michigan must I go to apply for a Schengen Visa?

I am the program organizer for a study abroad program at the University of Michigan. One of my student's holds a passport from Ghana but is a permanent resident green card holder. We will be travelling to the Netherlands and Germany with a 20 student group (most of whom are US citizens). I am aware that my student needs to apply for a short stay Schengen Visa and although I located the online form that he must fill out, I have no real good idea at what embassy he needs to apply for the visa. (German, Dutch or Ghana?) The website says that you can only apply in person.

Does someone have any experience applying in the Michigan, Ohio, Illinois area?
