I have permanent residence in Italy but not the nationality, I want to move to Germany for studies purposes, do I need to apply for a visa or not ?

I have a Moroccan citizenship as my passport , I want to move to Germany for education "automotive mechanics training program" but I already had permanent residence in Italy.

Should I go back to Morocco to apply for a VISA or did it from Italy ?

You can apply for the visa at a German consulate in Italy.
