My uncle and aunt who are Indian citizens but permanent resident of Spain are having a second child. They were wondering if they can invite a relative ( my uncle's sister in law, she is not my aunt's sister but wife of my uncle's older brother) from India.

She has been already to New Zealand and England and returned back to India without violating any immigration laws.

My uncle who is spanish resident does not have enough income to sponsor. In this case, could his brother who is US citizen and financially stable, sponsor the relative to visit Spain?
