Do we have to apply France transit visa in person ?

I searched the consulfrance website and it says that for northwestern states the consulate is in San francisco. The website of the sanfrancisco consulate says that all visa appointments are to be in person and not mail. I called the consulate many times and nobody picks up the phone. I stay about 1500 miles from San francisco, do I still have to go in person just for transit visa? Isnt this a loss of business for Air France and many other airlines? Can someone pls tell if it is possible to apply the transit visa by mail.

Keep trying their number several times. Transit visas need in person interviews most of the time. Worst case scenario, call your travel agent and ask him to cancel that ticket, they will charge $200 cancellation fee. Get a direct flight to India.
