traveling to india via germany - do i need a transit visa?

I am flying from NYC to Delhi via Frankfurt ( Singapore airlines and then by Lufthansa). I have a 1 hour layover in Frankfurt airport to change flights. Do I need a German transit visa? The german website seems to say yes, but many other people have reported that no visa is required.

I have a valid F1 visa, and I need to get my H1B stamped. I hold an Indian passport.
