Hello,
A friend of mine needs to obtain a Schengen visa in order to travel to Europe. If she gets a schengen visa at the Italian consulate but does not end up going to italy, but instead heads to france - is that permitted? Or she has to apply at the french consulate? I know on the website of the consulates indicate that you have to apply at the consulate of the "main destination" but my friend does not wish to apply at the french consulate. PLEASE HELP!
