Schengen visa

The Greek Embassy in New Delhi has issued me a Schengen tourist visa valid for only 15 days and refuses to extend it by one day to cover my departure on a fixed date from a Schengen country. All the info about such visa says it is valid for 90 days. Have the rules changed to permit embassies to limit Schengen visas to a few days? What are my remedies? The Greek embassy says I must apply afresh and pay the visa fee again - to get a visa valid for one more day. Will be grateful for an early response.

Well, they are the decision makers and you have to go by what they say.
There is no rule to give you 90 days visa.
