Schengen Visa for airport layover in Brussels

To Whom It May Concern:

An adoptive parent will be traveling with his newly adopted child from India. She is still an Indian citizen with an India passport. Their layover from India to the US will be in Brussels. They will not leave the airport during this layover.

Please advise if he must obtain a Schegen Visa for her and if so, how he will do that in India.
