Which consulate?

I am an indian national who lives and works in the UK. I have been to Europe for tourism a number of times, but it is a big hassle applying for a Schengen visa every few months. The longest duration of schengen visa I got was from the french consulate for 6 months, which has now expired. During those 6 months, I visited Europe 6 times. I am planning to visit Latvia in late April. I called their consulate and they told me that they do not issue long duration visas. I do plan to visit some other country during easter (early april).

Can someone please let me know which consulates issue visas for a longer duration other than the French. I know from someone that germans do that. Is there any other consulate?

Also, any tips on how to get a longer duration schengen visa?
