Schengen Visa for B1 Visitor to the US, from US

Hi,

My mom is visiting me in the US. She has a 10yr multiple entry B1 visa. Meanwhile, I am planning for a trip to Europe. I checked with the Italian embassy, who say my mother can get a schengen visa only from India, but she is already in the US.

Is there any other schengen country embassy from which I can get a visa for my mother? Or, is it ok to send her passport to family in India to get the visa from there while she is staying with me here?
