Transit Visa Question

Thanks for maintaining a lot of information. My case is complex and was wondering if you can help me-

I am an Indian Citizen. I traveled to US on Feb 27 2010,
from India via frankfurt by lufthansa (no transit visa taken). My visitor visa (B1/B2) to US was canceled at the border. I entered US on I-193 (Visa Waiver). It is valid for 6 months till Aug 26, 2010. I have the I-94 also till Aug 26, 2010 based on this visa waiver.

I am traveling to India back on Aug10, 2010 - much before the visa waiver/ I-94 date, again by lufthansa thru frankfurt.

Question - Do I need a airport transit visa? My gap between the flights is only
2 hours and I am taking the first flight after my US flight.

A follow up. I just called the german visa in New york. They say I can only apply for the transit visa in India and cannot apply in US as I am a visitor and not a permanent resident.

Any advise? To go to India, I need a transit visa & to get a transit visa, I need to go to India.

I am not sure why they would say that. You should be able to apply for transit visa here in the US.

If they still say no, ask them the question you asked me.
